Dear Sir Robert,
It appears that a fresh passage regulation has
been introduced in Hong Kong under which an officer whose
maximum salary falls below 2828 gets second class passages.
In most instances junior officers' maximum salaries are
either well above or well below the dividing line. It has
been observed, however, that the Assistant Analysts fall just
below it,being on £500-325-2625-350 - £725-825-£800. It may
be possible to get an exception made and we have been civen the opportunity of putting forward the recruiting
aspect of the matter.
We know from experience that the salary scale is
no more than sufficient to attract suitable juniors,even
if first-class passages are given, as in recent instances.
In regard to the type of man, we try and get,with
your assistance, would I be right in saying that your view
is that we should secure men of good personal attributes,
